England World Cup 2018 rival cannot be censured...Fifa & Uefa have revealed they cannot censure England World Cup 2018 rivals Russia for their failure to punish Lokomotiv Moscow for a racist banner.
The Russian Football Federation declined to fine the club after its fans unveiled a flag with a banana on the front which thanked West Bromwich Albion for signing Peter Odemwingie. The Nigeria international has since complained that black players in the country are often subjected to abuse due to the colour of their skin.
In separate statement supplied to BBC Sport, both organisations declared they do not have the power to step in.
Uefa stated: "This issue does not come under Uefa's jurisdiction, since it is, of course, up to the national associations to regulate and run their domestic leagues, including disciplinary matters."
Fifa added: "Only the competition organiser can issue sanctions.
"If it was a League match, the Russian FA would be responsible, and if it was a Uefa competition match, Uefa would be responsible."
