The 25-year-old has been on trial at Bloomfield Road recently and manager Ian Holloway has been impressed enough to offer the defender a two-year-deal.
Keinan is currently plying his trade with Maccabi Haifa and was close to a move to Bolton Wanderers in 2007 but decided to stay in Israel.
The centre-half, who has 15 caps for his country, is available on a free transfer after deciding not to renew his contract at Haifa.
