The England international is known to have been made available by Louis van Gaal, and he has attracted bids.
Both Aston Villa and Valencia have made offers for a permanent deal, but Cleverley is understood to be holding out for Everton.
Everton are admirers of Cleverley, although they refused to let him be a make-weight in any possible deal for James McCarthy.
But now with Cleverley possibly available on loan, Everton have entered negotiations and are hoping to clinch a deal before the transfer window closes at 11pm.
United have already allowed Javier Hernandez to join Real Madrid on a season-long loan, while Arsenal have made a late bid for Danny Welbeck.
