Swansea want Ki to stay but he does not see a future for himself in South Wales and so the club have agreed terms with Villa.
Paul Lambert had been eager to push through a quick deal for the 25-year-old but that hope now looks no longer possible.
Ki impressed hugely while on loan at Sunderland last season and the Black Cats also maintain an interest in a permanent deal, though they would struggle to match the allure of bigger teams.
The South Korea international won the Capital One Cup with Swansea in 2012-13 before going to Wearside for a season, where he made 34 appearances in all competitions.
