The Bundesliga giants are keen to add some fresh blood to their defence ahead of the 2014-15 campaign and they see the 20-year-old as a valuable addition in the long-term.
Ginter came through the ranks of the Freiburg youth academy and has developed into a key player at the Mage Solar Stadion since making his first team debut in January 2011.
He has a contract with Freiburg until June 2017, but his current club are ready to cash in on their star player this summer.
"We are indeed in fresh talks [with Borussia Dortmund]," Freiburg president Fritz Keller told Bild.
"I think that a final decision will be made before we leave for our training camp on Friday."
Ginter is regarded as one of the finest defensive talents around in the Bundesliga and was part of the Germany squad that won the World Cup this summer, although he didn't make any appearances.
