"He will go [to Tottenham]," Sadran told RMC Sport when asked about a rumoured move to north London.
Reports in France claim Tottenham have agreed an £8.6 million deal for the defensive midfielder, and could undergo a medical on Thursday or Friday.
Capoue was one of Ligue 1's leading performers last season, scoring seven goals in 34 league outings as Toulouse finished 10th.
Andre Villas-Boas has already been active in the transfer market this summer, strengthening his squad with Confederations Cup star Paulinho, Twente's Nacer Chadli and £25.9m record signing Roberto Soldado from Valencia.
