The former Feyenoord man's contract expires at the end of the season and he is yet to enter talks over a new deal with the Blues.
According to reports in Turkey, Besiktas have spoken with Kalou's representatives and are set to offer the striker a lucrative deal to secure a transfer, whilst Spurs are also monitoring the situation.
Goal.com understands that Kalou wants to stay in the Premier League, where his admirers also include Liverpool and Arsenal, but he is now being watched by clubs from Italy, Spain and Turkey.

"More than 12 leading clubs are closely monitoring his contract talks," one insider said.
Since Roberto Di Matteo took over in March, Kalou has enjoyed a rich run of form, failing to be on the losing team in any of Chelsea's matches.
However, despite the interest in the Ivory Coast international, he remained coy on his future in a recent interview.
"I enjoy being here," he said. "There is no reason why I don’t want to stay. Robbie has come in and given me the chance to play more and I’m very happy with that.
"I never think there is no way I shouldn’t have a future at the club".
