The Three Lions were beaten 4-1, but Frank Lampard's strike, which cannoned down off the crossbar to bounce a yard over the line, was ruled out when the score was 2-1.
Gerrard feels that had it stood it would have made a real difference to the English performance.
"If the goal would have stood it would have made it 2-2 and given us a big lift and I'm sure we could have gone on and won the game, but it's all ifs and buts," he told Sky Sports News.
"In the group we defended really well, although we never played fantastically well and blew teams away we were really solid and difficult to beat.
"Today we were 2-0 down early on in the game, but even still I had confidence that we could come back into the game.
"We got one back, to 2-1, and then obviously the big decision we never got was a turning point, and then when they got the third it killed the game."
