Neymar, who earlier said he had no regrets in turning down a lucrative move to Premier League side Chelsea, recently signed a new deal with Santos to stop him from leaving for one of Madrid or Barcelona.
Now his coach believes he is the third best player in the world, behind Messi and Ronaldo.
"I think Neymar is among the greatest players in the world. I think he is the third best player now. Messi is the first, Ronaldo the second," Ramalho told the 'Arena Sportv' programme.
"Neymar does things of a genius. There is no explanation for his play. He can resolve games in an instant."
Neymar has long been linked with the Spanish clubs, but for now he remains tied to Santos until at least 2014 following last week's new deal.
"Many people say he will end up in Europe, but I don't know this for now," said the coach.
Neymar, 19, has scored 12 goals in 19 Brazilian Serie A matches this season.
