The winger revealed that he had spoken to compatriots Georginio Wijnaldum and Jetro Willems about the Eindhoven giants and admitted that their opinions on the club had an impact on his decision to sign the five-year deal.
"They spoke very positively about PSV, which was also important for my choice," Narsingh told the club’s official website.
"PSV are a massive club. I think I will feel at home very quickly here.
"I grabbed the opportunity with both hands. Of course I want to win trophies, but first I must become part of the team."
PSV technical director Marcel Brands spoke highly of the new signing who is the fifth player to join the club under new coach Dick Advocaat.
"Luciano is a winger with great potential," said Brands. "He creates and scores goals and also has great speed."
Narsingh made 34 Eredivisie appearances for Heerenveen last season, scoring eight goals.
