The Eindhoven giants beat rivals Ajax and Premier League side Fulham to the 21-year-old's signature and revealed on Monday that they had completed the deal.
The club announced through their official website that Narsingh trained individually for the first time as a PSV player and has been assigned the number 17 shirt for his new team.
The winger is the fifth signing under new coach Dick Advocaat this summer, as he joins recent recruits Mathias Jorgensen, Mark van Bommel, Boy Waterman and Ruud Swinkels.
The former Ajax youth player made 34 Eredivisie appearances for Heerenveen last season, scoring eight goals and was a member of Bert van Marwijk’s Netherlands squad in Euro 2012.
