The 25-year-old came through the Pachuca youth system, and played seven seasons with the club, but has now moved on from the Liga MX side.
In a statement on its website, the club announced Torres' transfer and thanked him for his service, saying:
"Pachuca thanks and appreciates Jose Francisco Torres' professionalism, effort and love for the team during his stay, coming up through the youth ranks and debuting in 2006 up until this Apertura 2012.
"By that same token, we appreciate his role in the championships obtained in the Clausura 2007, CONCACAF Cup Championships of 2007 and 2008, Superliga 2007 and CONCACAF Champions League 2010."
Any financial details of the transfer have not been disclosed.
