The Catalan outfit have been linked with several big-money transfers and are reportedly keeping tabs on Neymar and Gareth Bale, yet Monje's admission would rule out a double swoop for the pair without money entering from additional sales.
"We will have about €50 million for transfers. The figure is very competitive compared to other clubs and in the future it will only increase, but we must use it wisely," Monje told Mundo Deportivo.
The club secretary also confirmed that the side are currently in a good state of financial health, although she did admit Blaugrana lost money after releasing Alexander Hleb.
"We are in line with the approved budget that is close to €21 million profit. Box office revenues have given us joys in recent years and worked well. Marketing has also given us contracts in Asia such as the Chang Beer that have been great," she added.
"On the other hand, we continued to make cuts but that can only happen so far. In the sport area, with the liquidation of [Alexander] Hleb's contract, we lost money."
Barcelona are in La Liga action on Sunday, when they travel to Atletico Madrid.
