Neymar is regarded as one of the most exciting young talents in the game today and he has been repeatedly linked with a move to Barcelona, though it was claimed on Tuesday that the forward is actually destined to join Bayern Munich.
Moura, who swapped Sao Paulo for Paris Saint-Germain this season, is reluctant to publicly advise his Brazil team-mate to join him in Europe, but he did hint that he feels that a move would be of benefit to his fellow 20-year-old.
"It's a delicate subject," the attacker told reporters at a press conference on Tuesday. "Neymar is probably tired of hearing people talk about him.
"And it's a personal decision: he's the one who will know when the time is right to move to Europe.
"I decided to come now because I think it's important to know different philosophies. You become more experienced and you gather more culture, both on and off the pitch. It's important.
"But he's the one who's going to decide. I think he's reached a very high level in football already, so maybe that's why he doesn't feel like he has to be in Europe right now.
"But when the right time comes, he'll know."
Lucas certainly has no regrets over his decision to make the move, revealing that while he gets a tad homesick at times, he is enjoying life in Paris.
"Everything is fine with me," he explained. "I'm really happy. The club is wonderful, the city is wonderful, everyone treats me really well.
"I miss home a little, but I bear it well. I've had a few injuries here in a little while, but I think that's normal.
"Last year I played 72 matches and never got injured. I had a back problem, and I was getting treated in Brazil, but now I'm better and I think I'll be back on the team next Saturday [against Brest]."
Lucas also admitted that his healthy frame of mind has been aided by his inclusion in the Brazil squad for the upcoming Confederations Cup.
"I was watching through the Internet and my reaction was one of real joy," he enthused. "My mother started jumping and hugged me.
"This is another goal I'm reaching, now I have to prepare to make sure I arrive in good shape."
Tournament hosts Brazil are in the same group as Italy, Mexico and Japan.
