The Argentine only joined the Rosanero from Catania last summer for €7 million, but has admitted that he would be willing to move on to a bigger club during the close season.
With Lucio set for pastures new this summer, the Nerazzurri have now reportedly identified the 27-year-old, who also holds an Italian passport, as a replacement for the veteran centre-back.
Palermo president Maurizio Zamparini seemed to fuel the speculation by revealing: "I have not received concrete proposals. Above all, however, Inter seem to be the most interested [party] in the boy."
Silvestre has made 29 league appearances for Palermo this term, scoring five goals. He has also been linked with Roma, AC Milan and Premier League outfit Tottenham in recent months.
